The Networks Lead Technician will report directly to the Network Supervisor. This position is located at Thule AFB, Greenland. The Networks Lead Technician assists the Network Supervisor with the overall activities of the NIPRNET, SIPRNET and DSN voice networks at Thule Air Base, Greenland. The major emphasis is to ensure contractor controlled availability rates meet or exceed Performance Work Statement requirements, site reporting is accomplished flawlessly, and critical system failures are rapidly and accurately reported and resolved. Other duties and responsibilities may be assigned to meet the changing needs of contract performance.
Essential Duties and Responsibilities:
* Interfaces with government agencies and government contractors to accomplish mission essential operations as needed; requested.
* With the Network Supervisor, reviews hardware/software modification proposals and the testing requirements to implement those modifications. Is required to fully ensure new modifications are tested to ensure that system degradations do not occur. Responsible for the configuration management of system hardware and software.
* With the Network Supervisor, reviews and provides inputs to change or enhance procedures and Operating Instructions (OIs). Implements Company and government policies and procedures. Through the Network Supervisor, updates operating instructions to account for new procedures or policies.
* As determined by the Network Supervisor, attends meetings that provide the local command elements with relevant details of system availability, equipment malfunctions, logistical, funding and safety issues.
* Reviews and submits shift schedules for approval.
* Through the Network Supervisor, manages and directs work center activities in support of all operational requirements.
* Assists in the training of new personnel in a timely matter, and recurring training as needed.
* Updates training records, and ensures training programs are up to date with the installation or removal of equipment.
* Creates and submits appropriate reports as needed. Requests Authorized Service Interruption's (ASI's) as needed to perform maintenance.
* Works with telecommunications users, Network Operation System Centers (NOSC) and other facilities in the timely troubleshooting and restoration of communications.
* In conjunction with the Networks Supervisor, oversees the proper actions for incoming and outgoing classified documents and equipment. Ensures the proper documentation and packaging of these items.
* Able to perform the duties of Network Telecommunications technicians.
* If so appointed by the Network Supervisor, is the Records Custodian (RC) for the office, oversees the office filing system to insure completeness and correct filling of items using the AFRIMS program IAW Air Force Policies.
* Supervises the work center utilizing the appropriate operating instructions, Technical Orders, and Defense Information System Agency (DISA) Circulars, in the operation and repair of equipment.
* Through the Networks Supervisor, ensures operational availability requirements are satisfied IAW the Performance Work Statement (PWS). Comprehends technical data and is able to use test equipment for system troubleshooting and repair.
* Is the primary equipment custodian responsible for maintaining assigned Information Technology Equipment account(s).
* Coordinates with supply on matters of turning in, or ordering of equipment items. Conducts annual inventory of all equipment items, and ensures that they are labeled correctly.
* Ensures proper inventories of all material are conducted and annotated in the Master Station Log (MSL).
* As determined by the Network Supervisor, oversees and coordinates Crypto updates with the COMSEC custodian. Creates Emergency Action Plans (EAP) for situations in accordance with proper directives.
* Coordinates with the Precision Measurement Equipment Lab (PMEL) on ordering new test equipment or repair/replacement of older test equipment. Turn in and receive equipment that needs to be calibrated and returning from calibration.
* If so designated by the Networks Supervisor, is accountable for supply point, bench stock and supplemental inventories. Conducts a periodic inventories of items.
* In conjunction with the Networks Supervisor, maintains historical data of all network operations and maintenance.
* Verifies status of Preventive Maintenance Inspections.
* Provides duty relief to subordinate personnel for meal, restroom, and storm breaks.
* Along with the Network Supervisor, is responsible for the cybersecurity posture of the networks.
Educational/Training Requirements:
* High School Diploma or Equivalent.
* Completion of civilian or military technical training or the equivalent.
* Minimum of four years of experience in office administration with demonstrated skills in the use of automated office products such as Microsoft Office (Word, Excel, Outlook).
* Must have an Active Security Clearance.
Required Skills/Experience:
* COMPTIA Security+ CE certification required.
* Preference is given for a degree in communications, computers, or electrical systems training along with military leadership and management experience to include military leadership schools.
* Excellent communication skills both written and verbally.
Supervision:
* The Network Supervisor serves as the general supervisor for the Networks Lead Technician.
* Responsibilities for Work of Others: Ensures all work center personnel are performing their tasks as assigned. During Network Supervisor absence, Networks Lead is primary interface between Site Management and work center.
