Job Description

Purpose/Summary:

Responsible for the effective, efficient and compliant operation, maintenance and sustainment of USMMI's shore-side and shipboard IT systems to include all hardware and software systems, services, applications and licenses in accordance with approved project and department budgets.

Responsible for developing and updating the company's IT strategy to support future business needs and new cybersecurity requirements and threats.

Supports the development of business initiatives including responses to RFPs when technology development or support is required.

Acts as the primary liaison and manager of company outsourced IT resources and initiatives.

Serves as company Information Systems Security Officer (ISSO).

Key Responsibilities:

  • Manage the design, maintenance, development, and evaluation of all infrastructure systems, hardware and software including LANs, WANs, Cloud-based services, Internet ISPs, intranet, security, workstation, mobile telephony, SATCOM and wireless implementations.
  • Prepare RFPs, bids and proposals, contracts, scope of work reports, and other documentation for infrastructure projects and associated efforts.
  • Negotiate with vendors, outsourced providers, and contractors to secure infrastructure-specific and user desktop and mobile products and services.
  • Manage IT costs to ensure alignment with project and departmental budgets.
  • Oversee outsourced Help Desk service and ensure compliance with contracted response rates.
  • Responsible for maintaining company compliance with NIST 800-171 and ISO 27001.
  • Responsible for maintaining company compliance with required IT-related DFARS.
  • Responsible for maintaining company compliance with ITAR restrictions associated with IT systems and architecture.
  • Administrator Role for NetSuite ERP, defined as:
    1. Liaison between the NetSuite users and NetSuite help desk (help desk is outsourced).
    2. Manage any updates/releases by NetSuite i.e., communicate to the users and review any release notes to confirm that no issues.
    3. Br Project Manager of Phase 2 Implementation or any future projects for NetSuite - this will improve efficiencies for the users. Phase 2 production to be outsourced to Oracle.

Education and experience:

A combination of technical education and hands-on experience that provides a thorough knowledge of information technology development, operations and support as demonstrated through prior managerial experience and formal education and certifications.

Significant experience in the development, deployment and support of IT systems in the Microsoft Azure GCC-high cloud environment for operational, commercial and defense applications.

Significant experience in the development, deployment and support of SATCOM and other shipboard related IT systems including Starlink, Inmarsat Fleet Express, Iridium Go Executive, ABS Nautical Systems Enterprise (NSE), Oracle NetSuite, ISF Watchkeeper 4, and LR OneOcean.

The following certifications are preferred: CISA, CISM, CRISC, CGEIT, CISSP, ISO 27000 Lead Implementer/Auditor.

Technical Skills and Competencies Required

  • Significant technical proficiency maintaining Microsoft Azure GCC-high architecture and applications.
  • Significant technical proficiency installing and maintaining Starlink SATCOM systems.
  • Significant technical proficiency installing and maintaining SD-WANs, switches, firewalls, CCTV systems, etc.
  • Significant technical proficiency installing and maintaining MS Office 365 suite of programs in the GCC-high environment to include Outlook, Teams, Excel, PowerPoint, SharePoint, One Drive, Access, etc.
  • Technical proficiency in the management and operation of ABS Nautical Systems Enterprise (NSE).
  • Must be a U.S. citizen capable of obtaining a Secret security clearance.
  • Must be in sufficient physical condition to complete international travel to austere locations when required and work in hot temperatures on board large vessels without elevators.
