Job Description

Position Summary:

IEM is looking for a Full Time- Environmental Manager to join our Disaster Recovery Team in Puerto Rico.

Primary Location:

  • Candidate must live a commutable distance to Guaynabo, PR.
  • Position will be a fully in office role, we cannot accommodate remote work from home.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

  • Will lead environmental assignments and supervise support staff assigned for environmental activities.
  • Will be responsible for the daily environmental operations and ensuring they are performed in the most efficient manner.
  • Will ensure that program production targets of the Program's environmental reviews are met.
  • Will participate in meetings in support of the environmental activities.
  • Will ensure that evaluations, office and field reviews of activities to be funded by the Program are in compliance with applicable environmental laws, rules, and regulations.
  • Will analyze and provide recommendations on environmental mitigation measures that should/must be implemented as part of the Program-sponsored activities.
  • Will coordinate and ensure that Agency Consultation activities (e.g. consultation with the State Historic Preservation Office (SHPO) are conducted efficiently and in compliance with the Agency requirements.

Minimum Qualifications:

  • Bachelor's degree or higher in engineering, environmental sciences, or similar field.
  • Three (3) years of experience in tiered environmental reviews for CDBG-funded activities.
  • Must be currently located in Puerto Rico.

Preferred Qualifications:

  • Experience completing Categorical Exclusions (CE) not Subject to 58.5, CEs Subject to 58.5, and Environmental Assessments for HUD funded infrastructure projects.
  • Have been involved in the completion of an Environmental Impact Statement for federally funded construction project(s).
  • Excellent writing and presentation skills to present technical reports to non-technical people.
