The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

SPA has an immediate need for a Requirements Traceability Analyst to provide onsite support in Norfolk, VA.

Responsibilities

The candidate will provide Requirements Traceability analysis expertise in support of HQ SACT's requirements engineering and management processes. Specifically, will support Capability Requirements Managers undertaking the Identification, elicitation, capture, analysis, evaluation, integration, and maintenance of high-quality capability (business) requirements. Tasking will support the ongoing development, population, and maintenance of the requirements repository; the maintenance of requirements in the requirements repository, ensuring correct version and configuration control, and the achievement and maintenance of the organization's requirements traceability and quality expectations. Develop and maintain processes relating to requirements traceability, including traceability criteria and processes, and requirements traceability reports related to the requirements lifecycle. Support the development and improvement of requirements management tools, which enable and support the organization's requirements engineering and requirements management processes. Contribute to the development of directives and standard operating procedures that relate to requirements traceability and the ACT Requirements Repository. Support requirements engineering and requirements management activities where appropriate across all capability lifecycle stages to ensure continuing integrity of the traceability processes, and that capability requirements continue to satisfy stakeholder needs. Contribute to organizational continuous improvement process activities, participate in workshops, seminars, conferences, and meetings in support of the activities above.

As a member of the RT team, will identify lessons learned, support change and configuration management of requirements across the lifecycle, and adapt to the changing transformational landscape as the customer's requirements change.

Qualifications

Required Qualifications:

    Active National and/or NATO Secret security clearance
  • Bachelor's degree in Engineering, Management, Information Systems, Accounting, Economics, Finance, Business Administration, Public Administration, Operations Research, Program and/or Project Management, or related discipline
  • 5 years of experience in the last 10 in the field of Requirements Engineering and/or Requirements Management to include elicitation, capture, development, analysis, and evaluation of requirements, including the management of requirements traceability, quality, and change management
  • Experience in the evaluation of Requirements Traceability across comprehensive lines of development (i.e., doctrine, organization, training, materiel, leadership, personnel, facilities, and interoperability (DOTMLPFI))
  • Experience in Requirements Development, either as a hands-on requirements author and/or facilitator of requirements development sessions
  • Demonstrated recent experience in management requirements in accordance with formal configuration and change management processes
  • Demonstrated recent experience working in support of processes that were formally certified in accordance with the ISO 9001 standard
  • Experience with IBM Rationale DOORS Next or equivalent
  • National of one of the 32 NATO countries
