Position Type: Full-Time

Essential Functions:

  • Provides support to the customer on program/project operations.
  • Experience developing and executing successful strategic plans.
  • Possesses demonstrated knowledge, extensive experience in the development of solutions, recommendations, or outcomes across multiple complex tasks in multiple organizations.
  • Defines problems, analyzes and develops strategies to achieve assigned objectives.
  • Manages the preparation of analysis, evaluations, and recommendations for implementation.
  • Provides complex statistical modeling and analysis.
  • Evaluates existing business goals, team functionality, and cross-discipline cooperation and develops recommendations to improve internal performance, shorten throughput time, and minimize internal costs, while increasing the overall quality of work, product, or service output.
  • Implements improved systems, procedures and organizational changes.
  • Employs analysis techniques, such as work breakdown structures, activity-based costing, process and productivity improvement measurements, and program audits/evaluations and performance testing to achieve stated objectives.
  • Typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
  • Other duties as assigned or required.

Qualifications and Experience:


Required:

  • 15 years' relevant experience.
  • Experience in MPTE and personnel readiness.
  • Working knowledge of Tableau (or other data visualization tools) and SharePoint.
  • Proficiency with MS Office Tools- demonstrated experience in programming within Microsoft Excel.
  • Experience with Continuous Process Improvement tools and approaches.
  • Experience in Navy manning policy, management, and analysis.


Desired:

  • Experience with Power Query/Power BI.
  • Expertise analyzing and merging data from disparate sources.
  • Possess a working knowledge of modern software languages (R+, Python).
  • Familiarity with Jupiter and MyNavy HR's Enterprise Authoritative Data Environment.
  • Familiarity with Performance to Plan and Get Real Get Better Initiatives.
  • Master's Degree.
  • Prior military experience as a Commissioned Officer, Senior Non-Commissioned Officer, and/or senior level DoD government experience (O5-O6, E8-E9, GS14-15).



Security Clearance:
Active Secret clearance required. Requirements to obtain a clearance include US Citizenship, security investigation, etc.


Education:
BS or BA degree in a relevant field, OR AS or AA degree in a relevant field +4 years additional work experience in a related field, OR HS Diploma +6 years additional work experience in a related field
